The Prosecutor General's Office of Ukraine stated that 84 foreigners were held criminally responsible for the commission of crimes against national security and territorial integrity of Ukraine, of which 64 were citizens of Russia.

During the investigation, it became clear that over the course of aggressive war against Ukraine in the territory of Donetsk and Luhansk regions, from 2014 onwards, foreign nationals - mercenaries under the auspices of United Continentale, which professes pro-Russian politics, participate in the illegal formation "Phantom" of the terrorist organization "Luhansk People’s Republic". The founder and coordinator of the illegal military formation "Phantom" is a citizen of Russia.

United Continentale is a geopolitical movement of extreme right orientation. Created in the summer of 2014 in Belgrade (Serbia), which criticizes the European Union and NATO. According to the Prosecutor General's Office of Ukraine, the structure of this organization includes citizens of France, Serbia, Spain, Italy, Germany, the Czech Republic, Bulgaria, Latin America, the United States and Russia.

Prosecutor General's Office claims that they have already identified foreign mercenaries from United Continentale, who have participated in hostilities in the Donbas since July 2014, as part of pro-Russian illegal armed groups.

Reportedly, the National Security and Defense Council of Ukraine decided to introduce a new procedure for crossing the border of Ukraine with biometric passports starting from January 1, 2018.

According to NSDC secretary Aleksandr Turchinov, introduction of this system is connected with the strengthening of security after the attacks and aggression within the framework of the hybrid war of the Russian Federation against the Ukraine.
