The President Petro Poroshenko was the first who congratulated Ukrainians with Constitution Day.

“Although the Constitution of Ukraine is relatively young, but it has unique historical roots. Our ancestors had already essentially formed a republican-democratic manifesto in April 1710, when absolute monarchies dominated in the world and dozens of years were before the American Independence War and the Great French Revolution. This Manifesto was many years ahead of its time. Happy Constitution Day of Ukraine!” he wrote in Facebook.

The Prime Minister Volodymyr Groysman congratulated Ukrainians also.

“Congratulations on Constitution Day of Ukraine! We respect the symbol of our statehood, the Basic Law of Ukraine that manifested a free, independent, democratic country where Ukrainians live. I am sure our strong European state will succeed!"

The Constitution of Ukraine was adopted by the Verkhovna Rada on June 28, 1996. The day of the adoption of the Basic Law is a state holiday, Constitution Day of Ukraine.

The Basic Law of the country had been undergone major changes for several times during more than 20 years since the adoption.

In particular, in 2014 President Petro Poroshenko announced a new reform of the Basic Law intent to the power decentralization. The proposed amendments were approved by the Parliament on first reading in August 2015. Rada has to vote for a bill on the second reading by constitutional majority (300 votes) for the adoption in general. The bill entrenches the transition from the centralized state government model to the new system of territorial power organization. The system of administrative and territorial structure is expected to consist of regions, districts and communities.
