November 26, 1917 (December 9 - according to the new style), the First Qurultay of the Crimean Tatar people - the National Congress, the Supreme Representative Plenipotentiary Body of the Crimean Tatar people, was established in the Khan's palace in Bakhchysarai.
The Qurultay proclaimed the creation of the Crimean People's Republic, adopted its Constitution and state symbols, and then declared itself to be the parliament of the Crimean People's Republic. The government was headed by Noman Çelebicihan.
Qurultay is a traditional institution of the highest state power and was convened at critical and decisive periods of the history of the Crimean Tatar people.
The Second Qurultay was convened already in 1991, two years after the mass return of Crimean Tatars from places where they were deported in 1944 to Crimea.
November 22, the National Museum of money at the National Bank of Ukraine presented a commemorative coin in honor of the 100th anniversary of the First Qurultay. The Head of the Mejlis of the Crimean Tatar people Refat Chubarov said that the creation of this commemorative coin for him is a manifestation of Ukraine’s respect for one of the indigenous peoples of the country - the Crimean Tatars.
