The mission report states that the militants cut off power supply to the equipment of the OSCE SMM, claiming that they had received such an order from the leader of the so-called DPR (Donetsk People’s Republic) Alexander Zakharchenko.

“Armed members of the DPR disabled the remote monitoring equipment of the SMM near the Donetsk airport in violation of the Addition to the Package of Measures for the Implementation of the Minsk Agreements,” reads the SMM report.

Observers noted that the militants demanded to dismantle the equipment, threatening to use force.

“Armed members of the DPR demanded the SMM to dismantle their equipment, and threatened that otherwise they would remove the equipment by force,” the observers noted.

The OSCE stressed that the installation of the equipment took place after coordination with all the parties.
