Avakov told how Interior Ministry officials could retrain for police

Re-attestation of former militiamen is to be held in several stages: the first - management team, the second - employees of operational and investigative services, the third - administration officials, and the forth - rank and file employees.

Only re-attested employees of the Ministry of Internal Affairs of Ukraine (MIA) will become new policemen, Arsen Avakov, Minister of Internal Affairs, posted on his blog.

According to him, only those militiamen, who will write the relevant report, and if the internal security service has no complaints against them, be admitted to re-attestation.

“Those officers who have successfully held a competition for new patrol police in Kyiv, Odesa, Lviv, Kharkiv, as well as for Patrol Police Department of the MIA of Ukraine, will automatically move to the National Police,” said Avakov. “As for the rest, each officer will have to pass the corresponding qualification contest.”

The Minister also noted that those militiamen ‘who are confirmed to have committed offenses’ will not be admitted to the attestation.

A commission headed by Arsen Avakov and his first deputy Eka Zguladze, including the human rights activists and representatives of the EU and US international organizations will  carry out the attestation.
