Vice Prime Minister - Minister of Regional Development, Construction and Housing and Communal Services Gennady Zubko said that the Ukrainian authorities know how to return the occupied territories of Donbass and Crimea, according to Voice of Ukraine.
“If we, Ukrainians, have our own state, which, according to all the conventions considered an integral and indivisible territory including the Donetsk and Luhansk regions and Crimea, then we must have a plan for the return of these territories. We can not introduce reforms here and say that we have no idea what will happen to the occupied territories where millions of our citizens are in captivity. Therefore, we must have a plan to return these territories,” Zubko said.
Speaking of ways to return the occupied territories, he mentioned the peculiarities of the local government there.
“Minsk agreements provide such a plan: To withdraw the Russian troops, to close the borders, to establish the Ukrainian legislation. And only then the local government issue should be considered. It is crucial to establish the proper work local governments in transition,” said the official.
He went on saying that international partners may turn their back on Ukraine due to failure of the Minsk agreements.
According to Gennady Zubko, reforms are necessary to return Donbas and Crimea.
“Each reform on deregulation, decentralization, judicial reform is a plan for the regaining,” Zubko said.
