UN Security Council members have rejected Russia's proposals to provide humanitarial aid to Ukraine.

Russia's envoy to the UN Vitaly Churkin urged the meeting participants "to take urgent joint measures to provide humanitarian assistance to the population in eastern Ukraine" and insisted that Russian humanitarian aid, accompanied by Red Cross representatives, be sent to eastern Ukraine.

Ukraine's Acting Permanent Representative to the UN Oleksandr Pavlychenko has said that there was no humanitarian crisis in the country, and that the government is able to cope with the situation and is doing it.

Ukraine on Tuesday called on Russia to halt its buildup of forces along the border, which have come in the wake of major gains by Ukrainian forces against pro-Russian separatists.

The escalation in fighting over the past few weeks has sent thousands of Ukrainian residents fleeing their homes. The U.N.'s refugee agency said on Tuesday that 117,000 people had been displaced inside Ukraine by the conflict.
