The use of Russian armed forces outside the country was submitted to the Russian Federation Council Sept.30. The issue is being considered behind closed doors, reports the Apostrophe, citing Valentina Matviyenko, Chairman of the Federation Council of the Russian Federation, as saying at a meeting.

The meeting was also attended by acting Head of Russian Presidential Administration Sergei Ivanov, Chairman of the Council of the Federation Committee on Defense Viktor Ozerov, the first Deputy Chairman for the International Committee, Vladimir Dzhabbarov.

According to the media, in March 2014, the Federation Council has allowed Putin to dispatch troops in Ukraine.
