The Russian Federation has moved from open propaganda to covert information activities against Ukrainian society.
The Minister for Temporary Occupied Territories and Internally Displaced Persons of Ukraine Vadim Chernysh made a corresponding statement on August 8.

According to him, the Kremlin has already abandoned attempts to influence Ukrainians through direct propaganda.

“The Russians have already changed their tactics: for a long time already it has been not direct, but covert information activity on the territory of Ukraine. That is, they no longer use messages that are not perceived by society, but use subtler ones, that tend to incite society to a certain thought, and not directly impose it," he said.

The minister divided Russia's propaganda efforts in Ukraine into two categories: supporting those who, according to Moscow, should come to power in Ukraine, and discrediting those they do not want to see in power.

In parallel with military methods of influence and pressure on Ukraine, the Russian Federation uses a set of other non-military actions, Chernysh believes.

These include the use of economic sanctions, the use of diplomacy to induce the world's position profitable for the RF, the support of businesses sympathizing with Russia, the use of a system of non-governmental and religious organizations with pro-Russian views, as well as the activities of intelligence agencies.

“Also, a researching machine of the Russian Federation is working rather seriously on studying the problems of Ukraine. I am absolutely convinced that the number of research and expert institutions of Russia on Ukraine is greater than in Ukraine itself. Their National Institute for Strategic Studies does a lot as well,” Chernysh said.

Earlier it was reported that the puppet authorities of Crimea and the Kremlin-controlled organization "Ukrainians of Russia" were preparing a set of anti-Ukrainian and propaganda activities under the conditional name "South Wind" for implementation.

The organizers of the project aim to legitimize the fact of the annexation of the Crimea in the eyes of Ukrainians, as well as to return Ukraine to the zone of exclusively Russian influence. This is expected to achieve through the involvement of general Ukrainian "pragmatic public, expert environment, culture and business" in the "dialogue".
