STRASBOURG (QHA) -

The resolution of the Parliamentary Assembly of the Council of Europe (PACE), adopted on April 24, said that responsibility for the situation in the certain districts of the Donetsk and Luhansk regions (ORDLO) lies with Russia, the Head of the Ukrainian delegation to PACE Volodymyr Ariev reported on Facebook.

He noted that the Russian Federation in fact occupied part of the Donetsk and Luhansk regions.

“The responsibility for all crimes committed in uncontrolled territories is removed from Ukraine. Russia becomes responsible,” he wrote.

Ariev stressed that Russia is responsible for management decisions, as well as for humanitarian and social security of the inhabitants of the occupied territories, and therefore claims to Ukraine to provide the territories are groundless.

“Things are not just named by their names, but also with the indication of the one directly responsible for everything that happens in the ORDLO. The one in charge is the Russian Federation. Hence one more conclusion. The main one. There is no "civil war" in Ukraine. There is an occupation. End of the conversation. The fact is recorded in the document,” he noted.

In turn, the First Vice-Speaker of the Verkhovna Rada, Irina Gerashchenko, wrote on her Facebook page that the resolution of the Assembly will become in the future another legal argument in order to attract the Russian authorities to criminal liability.

“Each record of the Russian occupier in international documents brings its leaders - the authors of the adventure with the Crimea and the Donbas - closer to the Hague,” she stressed.

QHA reported that the PACE adopted a resolution recognizing the fact of occupation by Russia of the territories of the Donbas that are not controlled by the government of Ukraine. The resolution condemns Russia's aggression against Ukraine, committed in violation of international humanitarian law.
