August 12, the First Deputy Head of the OSCE SMM Alexander Hug reported that Special Monitoring Mission of the OSCE recorded numerous cases of the Minsk Agreements violation. SMM observers in Donbas informed that they spotted two anti-aircraft missile complexes in Luhansk on Monday, another 4 complexes prohibited under Minsk Agreement, were found near Mikhailovka, Donetsk region. Both cities are located on the contact line of heavy weapons pullout, reports a QHA correspondent.
“On the basis of the OSCE Mission the observers heard several artillery shellings in Svetlodarsk. 979 violations of Minsk Agreement are recorded in Luhansk. More than 130 explosions were heard near the Luganskaya village on Wednesday,” Hug said.
He also informed that about 40% of the Minsk Agreements violations occur from 20:00 to 8:00.
“Of course, such violations involve heavy weapons. Parties reserve the heavy artillery along the contact line and the observers record it. The parties to the conflict say they are afraid to pullout the weapons because they do not trust the opponents.
According to Hug, those who agreed upon Minsk package of measures should be aware of trust issues.
OSCE representative promised that in the next few days the Monitoring Mission will go to the uncontrolled territory of Ukraine, in order to check the use of heavy weapons, and they hope for cooperation with both sides to ensure the monitoring.
As of now, 584 OSCE SMM observers work in Donbas only.
One of the OSCE patrol teams based in the south of Ukraine, namely in Kherson, monitors the situation on the administrative border between Kherson and the temporarily occupied Crimea. Responding to a QHA correspondent request, the OSCE patrols informed that they have not recorded any evidence of the "GUR saboteurs" infiltration into the Crimean territory.
