Cited below is the opinion of Leonid Kravchuk, the first President of Ukraine, regarding the Constitutional reform and decentralization, expressed at the press conference on August 21, 2015 in Kyiv.
“As concerns the Constitutional reform – we need it, but it should be done step by step. Series of necessary amendments shall be made after the elections to avoid decentralization being used negatively. In fact, throughout the history of Independent Ukraine, all 5 Presidents used to amend the Constitution as they saw fit, forgetting that, first of all, the main Law of Ukraine should protect the national and strategic values of Ukraine. Of course, it will not be easy, but due to our consolidated efforts we will achieve our goals, and build a strong state,” he summarized.
