In his interview with the Apostrophe news agency, Mustafa Jemilev, leader of Crimean Tatars, explained how the idea of the naval blockade of Crimea came.

“This information (how people from the Ukrainian military department carry cargo to Crimea by boats - Ed.) was received from our activists involved in the blockade of Crimea. Hence, the idea of the naval blockade came to mind. Someone may think that we have boats that can block the Crimea, but we have not, it can be done only by the decision of the NSDC or NATO. The point at issue is to establish control over the boats and ships sailing to neutral waters, because we’ve got information that some ships transfer goods to Russian ships there,” said Jemilev. 

He also made and assumption how the naval blockade can be organized.

“Most likely, the control will be carried out in the ports and not in the sea. I think so, but I don’t know the details. This should be organized by us (by Ukraine - Ed.),” Mustafa Jemilev said.
