Elections of delegates of the Qurultay of Crimean Tatar nation passed without substantial breaches in majority of districts. However, there were the organizational miscalculations that led to limitation of the right of voters to the will expression in some localities. The Crimean branch of the Committee of Voters of Ukraine (CVU) arrives at such conclusions, according to the official site of the CB CVU.
İn the first place, CVU experts mark out the imperfection of the Statute of elections of delegates of the Qurultay of Crimean Tatar nation among the principal difficulties of this campaign as well as a lack of a right of the Central Election of Committee to interpret or supplement this document with its instructions.
Other important factor that influenced to the elections was the underfunding of the election campaign that led to certain problems in the organization of the poll.
“We recorded mass events to issue the ballots without presentation of a passport and several other problems associated, in the first place, with a lack of knowledge of the election regulations’ norms on the first stage as well as neglect of duties of the election commissions’ members.
Decrease of number of such events became the positive tendency. However, our observers recorded permanently such violations as late opening of the polling stations, election campaigning at the day of voting, including by members of the election commissions, and violation of the procedure to issue the ballots”, - the CB CVU Head Andrii Krysko noted.
Also he added the experience of these elections must be learned thoroughly and taken into account by newly-elected Qurultay’s delegates to improve the will expression’s procedure. The CB CVU intends to prepare and submit to the CEC its practical recommendations as well as methodological materials for the distance learning of members of district and divisional electoral committees.
