People's Deputy of Ukraine Refat Chubarov, speaking at a public debate at the 135th Assembly of the Inter-Parliamentary Union in Geneva, urged the world community to prevent the next meeting of the Assembly in Russia until this state returns to the framework of international law.

In his speech, Refat Chubarov told about the consequences of the decisions that were adopted by the Russian Parliament in 2014, when the State Duma provided President Putin with the right to use Russian troops on the territory of Ukraine.

Dear colleagues!
Ladies and Gentlemen!

My name is Refat Chubarov. I am the Chairman of the Mejlis of the Crimean Tatar people and a member of the National Parliament of Ukraine.
July 5, 2014, the Russian occupants ousted me from my home. I was not allowed to return to Crimea. Now I can not be with my people or with my mother, who is 82.

Parliaments should be the first, due to their nature, to prevent any challenges that threaten human rights and the rights of peoples, at both the national and international level.

However, when the state established an authoritarian regime, the National Parliament may turn into a kind of "mad printer," which copies the decisions, instructed by a tyrant.

In 2014, the Russian Parliament, giving Putin the right to use Russian troops on the territory of Ukraine and against Ukraine, cynically destroyed the entire legal structure of the world order and inter-state relations.

More than 1 million 800 thousand IDPs in Ukraine, about 10 thousand killed citizens of Ukraine, a huge loss in the economy - these are the consequences of a sinister Russian parliament vote.
The Crimean Tatar people - the indigenous people of the peninsula - are taken hostage in the temporarily occupied Crimea, the people who opposed the military invasion of Russia in open and non-violent way.

Yesterday's statement of the representative of the Russian Parliament from this very tribune that, they say, following the annexation of Crimea the Crimean Tatars are totally happy is absolutely not true, these states are designed to cover the criminal policy of the invaders, aimed at driving the Crimean Tatars and ethnic Ukrainians off the Crimea.

Occupiers as well banned the Mejlis, the highest representative body of the Crimean Tatars, and its members are persecuted.

22 Crimean Tatars, including my Deputy Ahtem Chiygoz, have been illegally detained in the Crimean prison for a long time. Their only fault is that they do not recognize the Russian occupation of Crimea, remain faithful to their state, to Ukraine and their native land - Crimea!

About two dozen young people - Crimean Tatars - were forcibly kidnapped. Some were later found dead, and any information is absent on the others.

The faithful Muslims in Crimea subjected to systemic repression.
In the case of Russia, we are witnessing the parliament that not only failed its task to prevent the conflict, but, in fact, acted as a mechanism to trigger the war...

That's why we draw total attention to the inadmissibility of holding the IPU Assembly in St. Petersburg, as long as Russia does not act under the framework of international law and does not meet the high principles of the Inter-Parliamentary Union.
