“Decentralization is not what the government or parliament want. It is people who want greater autonomy and demand to be given more powers”, said Gennadiy Zubko, Vice Prime-Minister, Minister of Regional Development, and Minister of Construction and Housing and Urban Development, during a 1-hour Q&A session held at the Ukrainian Parliament.

According to Zubko, local communities have received additional budget resources due to the ongoing budget decentralization.

Gennadiy Zubko made an emphasis on the fact that 6,300 territorial communities have opted to merge since the adoption of the law ‘On Voluntary Merging of Territorial Communities’.

“More than half of the currently existing communities have kick-started the process of forming efficient and economically viable entities capable of taking on more powers”, said Gennadiy Zubko.
